Dr. Anthony (Tony) Homan

Dr. Homan provides sophisticated economic, econometric, and policy analysis based on over 30 years of proven experience as a leader in both the public and the private sectors. Experience includes cost-benefit analysis, competition analysis, infrastructure grants, measuring program and regulatory effectiveness, econometrics, and project finance. Dr. Homan has been the Deputy Chief Economist of U.S. DOT, a big-4 consultant at KPMG, a consultant at HDR, Director of Economics & Competition Analysis at the US Federal Maritime Commission, the Chief Economist at the US Coast Guard and he was also a Lead Aviation Economist at the Mitre Corporation. He was also a Senior Financial Economist at the US Securities and Exchange Commission (SEC). Dr. Homan has presented and published research in the areas of transportation, homeland security, program effectiveness, project finance, and securities markets.

Deputy Chief Economist

2009-2017 Dr. Homan provided support to the Deputy Assistant Secretary for Policy and the Under Secretary for Policy and managed complex economic studies and lead major policy initiatives. Advised USDOT leadership on cost-benefit analysis for significant DOT regulatory proposals and impact of proposed policy on achieving DOT strategic goals. Worked with the Office of General Counsel on resolving issues with the Modal Administrations and in negotiations with the White House (OMB). Oversaw benefit cost analysis (BCA) review for infrastructure grant programs and prepared BCA guidance. Served as a point person for intermodal freight issues within the Office of the Secretary.

Director of Economics & Competition Analysis

2017-2020 Advised the Chairman, Commissioners, the General Counsel, and other senior FMC staff on policy matters, freight logistics, and on anti-trust issues. Lead a program to analyze and monitor the competitive impact of agreements between shipping lines and between terminal operators. Established Quality Management System for monitoring ongoing agreements. Responsible for preparing major portions of the Chairman’s testimony before congressional subcommittees. Briefed Congressional and Senate staff. Discussed issues with, and was quoted in trade publications (e.g., Freightwaves).

2004-2007 Responsible for directing a program of economic research and analysis to support the Coast Guard’s regulatory program and policy development. Developed tools to model the economic impact of policy changes. Planed and directed economic studies and cost-benefit analysis of proposed regulations.

1997-2000 Directed and completed work on international airport projects. Initiated and developed projects for Federal Aviation Administration (FAA) sponsored work. Briefed MITRE directors, FAA management, and foreign officials.

Financial Economist

2000-2004 Provided advice to senior Commission staff and Commissioners on regulatory policy, enforcement policy, and financial economics. Provided support of civil and criminal enforcement proceedings in securities fraud cases and in other litigation matters. Reviewed the economic impact to investors and corporations of regulatory rule proposals and directed and commented on cost-benefit analysis prepared by Commission staff. Worked with the Office of General Counsel to discuss and resolve issues with Division Directors and politically appointed Commissioners.
